Thats fine, later Devon models utilise an aluminium bar to support the pop top. Yours uses the original section that has been cut away to allow for the pop top cavity then its welded back in at the rear for support. It does look bad but VW never had a roof beam there, this is an original Devon mod, even if it looks tatty!! See new post!!
